NYS Office of Information Technology Services (ITS)

The NYS Office of Information Technology Services (ITS) is New York's consolidated executive-branch IT agency, created in 2012 to merge dozens of fragmented agency IT shops into a single enterprise organization — one of the largest consolidated public-sector IT operations in the country.

ITS delivers infrastructure, networking, end-user services, application development, cybersecurity, and increasingly AI for the executive branch's 50+ agencies. Under State CIO and ITS Director Dru Rai (appointed October 2023), the agency is executing a 'singular service provider' strategy: positioning ITS as the central buyer and operator of technology for all state agencies, moving toward a Dedicated Agency service model that pairs centralized ITS support with embedded agency subject-matter experts.

ITS runs a hybrid environment — it maintains the state's on-premises data center while layering in public cloud, most notably through a June 2026 enterprise agreement with AWS for cloud and AI services. For a Dell SLG seller, ITS is the dominant enterprise account in New York: it controls statewide infrastructure refresh, the on-prem data-center footprint, and the cyber and AI buildout for the bulk of state government.

ITS is a large direct spender and operator, not just a procurement conduit — it runs the state's enterprise infrastructure and recovers cost from served agencies. Its most recently documented all-funds appropriation is roughly $1.2B, sitting inside a state all-funds budget in the ~$260B range for FY2027. Recent budgets have grown the agency specifically to fund cybersecurity and AI and to add staff that displaces contractor spend.
